Express a ROR identifier as a resolvable https://ror.org URL.

Parameters:

value (str) – A ROR identifier, either bare or written as a ror.org URL.

Returns:

The identifier as a https://ror.org URL. Unlike an ORCID, a ROR identifier is lowercase base32 and is not case-folded.
